Mission :
Handicap International (HI) is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.

Country context :
With a population of over 147 million, Bangladesh has one of the highest population densities in the world. Being a huge delta, the whole country is a risky prone area in term of floods. It is a Muslim country (88% of the population). But there is a good level of tolerance among the Muslims and the other groups (Hindu : 10%, Buddhists and Christians). Because of difficult political situations, security can be a problem sometimes. A current program’s security guideline is regularly updated. Myanmar and Indian borders (“the Hill Tracts”) are considered as risky zones. Dhaka (the capital) and the countryside are normally safe. Bangladeshi people are nice and have a very special quality to welcome foreigners. The civil society is very dynamic and this gives opportunities on interesting work, collaboration and partnership.

Job context :
Handicap International’s program in Bangladesh started in 1997. Since 2003 its volume (activities, staff and funds) has always increased. 2007 annual budget is around 0,7 million euros. The program runs 8 current projects : Disaster preparedness mainstream disability issue / Promotion of the rights of the disabled persons / Sports for all / Intellectual disability / Proximity services / Provision of assistive technology / Partner organisation of “Abilis Foundation” / CBR project. But considering the country’s geographical context (monsoons and floods), emergency project can start at any time.
The permanent human resources is composed by 15 national staff ; additional staff depends on projects to be implemented. There are 2 expatriates staff so far, plus this present Disability Coordinator position.
The relationships between Handicap International and its main partners in Bangladesh are currently very good. Also, there is an excellent collaboration with Handicap International’s South Asia Regional Coordination (technical support platform based in Delhi) and with other country directors in the South Asia region.
The Disability Coordinator is under the supervision of the Program Director who defines with him/her the action plan and carries out his/her assessments. The position is based in Dhaka, with work field according to the types and places of projects developed.

Post constraints :
There is no specific problem of distance, travelling, or living condition. Meanwhile, during the monsoon seasons (July and august) it is more difficult to travel around. The position requires frequent fields work in rural and remote areas.

Job description :
Position : The Disability Coordinator ensures the quality and a maximum of impact regarding disability aspects of all the projects, mainly through the direct supervision of the Assistant Disability Coordinator, and technical support and coordination of Rehabilitation Officers appointed per project.
He/she : develops coherent HI position / ensures support on disability issues to the program in general and to any activity according to the defined program strategy / improves efficiency of HI in supporting local organizations and PWDs.

Functions : Strategic guidance and orientation to HI program and partners on disability / Quality assurance in disability aspects in HI and its partners projects / capacity building of national staff / networking / team work

Profile sought :
Experienced person in disability in general and in development problematic of developing countries. Interest in working to improve the life’s condition of vulnerable people and particularly people with disability.
Requested skills: Experience and comprehensive understanding of disability issues including inclusion and rights-based approach / Strong competencies in capacity building / Ability to work within a multi-cultural team / Good in organising and task prioritisation skills / Ability to detect synergies and to make optimal usage of them / Good networking skills / Good in communication skills both oral and in writing : capacity to listen, responsiveness and diplomacy / Calm, pragmatic, with the ability to remain efficient in stressful situations / Computer literacy / Experience in team management and in training.
A plus : Previous experience with Handicap International / Good knowledge of disability and rehabilitation professions / Experience in emergency response activities
Qualifications : OT or PT with experience in CBR and inclusion + 5 years experience in humanitarian work

Languages : Fluent English. Knowledge of French is an asset

Status : Volunteer or salaried status based on experience
Volunteer : 850 € + allowance, accommodation, medical coverage and insurance
Salaried : 2100 € to 2400 € monthly gross salary + benefits

Start date : 1rst September 2007
