Created in 1982, Handicap International is an association working in the field of international solidarity. Its goal is to fight disability, whether physical, mental or social. Handicap International develops disability-related programmes in 45 countries and, as a result of our participation in the International Campaign to ban Landmines, was co-laureate of the Nobel Peace prize in 1997.
Country context :
Handicap International is working in Lebanon since 1992. In the latest years, Handicap International has been working with several partners (Arc en Ciel, Najdeh Association, the Lebanese University, SeSoBEL, the Ghassan Kanafani Cultural Foundation – GKCF) on rehabilitation, education and mental health projects.
Since January 2004, with the continuous support of ECHO, Handicap International implemented an intervention on mental health for children at risk in Palestinian refugee camps in Lebanon.
In September 2006, a new phase of this project should start. Reorientation of certain number of activities has been decided: 6 animation centres drive by 2 local associations will be supported and their staff trained on different fields. Psychological aspect of the work with the children will be reinforced via different activities implemented within the 6 camps – with UNRWA involvement.
Job description :
Under the responsibility of the regional projects manager (based in Amman, Jordan), the project manager directs the implementation and the evaluation of Handicap International’s psychological and educational project in Lebanon.
a. Project management
The project manager is responsible for ensuring:
- good implementation: participative planning of activities - actions between the project’s different activities must be concerted and co-ordinated via the different team members and partners; partnership contracts signed between HI and the partners.
- the project manager carries out the technical negotiations necessary for the improvement of the conditions in which the project’s activities are being implemented
- monitoring of the project’s objectives: the project manager will establish a follow up system with its colleagues and partners
- knowledge-sharing between the different partners
- The project manager selects, distributes and comments on internal and external technical information received from regional office or other sources.
- The project manager ensures that the Middle East Regional Office‘s internal regulations, operating procedures and security rules are applied within his/her team.
b. Training implementation
The project manager implements training activities for the partner’s staff in the following topics:
• Managerial trainings for the management staff of the animation centres
• Strategic planning trainings for the professionals of the 6 centres
• Managerial support of the technical committee of centres
c. Human resources management
- The project manager organises and leads his/her team (2 expatriates, 1 or 2 nationals: participates in the recruitment and carries out yearly evaluation.
d. Communication and public relations
- The project manager is responsible for good internal communications, within his/her team and with the regional office in Amman.
- The project manager reflects the Association’s discourse and image vis à vis project contacts: local and international bodies (formal and informal), project partners.
- The Project Manager ensures regular contact with the different partner organisations, or with representatives of potential future sources of support or partnership.
Post constraints :
This position will require a large mobility in Lebanon, within the Palestinian camps.
Security conditions are very evolving, depending on local event within the camps but also at a regional level
Profile sought :
• Minimum 2 years experience within a project management position in the field, previous experience with HI is a advantage
• Training implementation experiences
• experience with youth environment (educator, special educator…)
• Strong organisational skills
• Knowledge in project cycle management (logical framework, participatory methodology…)
• Financial management abilities (financial follow-up of the projects)
• Writing / reporting abilities (narrative and basic financial)
• Flexibility in her/his work environment
Languages :
English compulsory
Arabic or French would be an advantage
Conditions : Volunteer or salaried status based on to experience
Volunteer : 640 or 720€ + allowance, accommodation, medical coverage and insurance
Salaried : 1950 to 2100€ monthly gross salary + benefits
